Symptoms

A job that is waiting for a Job Condition to be satisfied may not execute when the condition is met.

For example, Job A has a condition to wait until Job B has finished. Job A starts while Job B is running, and the condition causes Job A to wait. When Job B finishes, Job A may not start as it should.
